INTRODUCTION

Based on the results of a training needs assessment that was conducted during 2000, the Privatization Coordination Support Unit, in cooperation with the Institute of International Education, has designed a series of training workshops aimed at supporting the privatization initiatives of the Ministries of Public Enterprise and Economy and Foreign Trade. Tailored to suite the particular needs of each Ministry and associated institutions and companies, the US$1.27 million training program will be conducted by IP3 of Washington, DC in conjunction with the Cairo office of Chemonics International.

Using a team of US and Egyptian faculty, the focus of all training will be on practical and relevant interactive knowhow transfer. Group discussions and reviews of International and Egyptian case histories will form a major component of these workshops.

A key feature of the program is that participants in each workshop will work together to develop a “user guide” that will outline how the learning experiences relating to each topic can be applied to future privatization initiatives in Egypt.

PROGRAM OUTLINES

Privatization Best Practices

This two-day senior management retreat in Sharm El Sheikh will review international Privatization Best Practices as they relate to the credible and efficient management of a privatization process. Participants will be able to discuss and tackle issues relating to valuation, alternative privatization methods, matching inventory with investors and promoters, as well as public awareness strategies.

Developing a Privatization Transaction Plan

This five-day program will be aimed at senior managers and heads of privatization technical departments. The workshops will cover the processes involved in planning a privatization transaction, and include among other topics, transforming a privatization strategy into a viable transaction plan, identifying the key decisions required to ensure a succesful transaction and developing benchmarks for the selling and negotiating process.

Preparing a Company for Sale

The this five-day workshop will cover in detail the processes involved in preparing a company for sale. Based on matching the most appropriate selling strategy to the asset, topics will include how to make companies attractive to the targeted investor, disclosure contents, and managing the due diligence process.

Developing An Effective Privatization Decision Support System

This three-day workshop aimed at senior management technical department heads will review the required financial and operational information to plan for an effective privatization program. It will include the technical specification required for an effective MIS decision support system, as well as managing the process of gathering and disiminating information to key decision makers.

Bank Valuation

This five-day workshop will be targeted to senior managers and privatization decision makers in public sector owned banks.
